Huh. Now that I think about it, could this Ultimate Power be related to the one Darkar was after? I mean, it probably isn't, given how Rainbow sometimes forgets and even ignores their own established continuity, but it seems kind of odd that there'd be two known powers called "The Ultimate Power." I don't think this has anything to do with forgetting or ignoring continuity. The "Ultimate Power" Darkar was after came from the realm of Realix, while the "Ultimate Power" in season seven specifically had to do with the Fairy Animals. Perhaps Rainbow shouldn't have named them the same thing, but honestly I don't take the name "ultimate power" seriously. In the 4Kids dub, Icy said the Dragon Flame (which she thought was in the Ring of Solaria at that point) would give her "ultimate power."
Anyway, I don't think this breaks continuity. We can just talk call one "The Ultimate Power of Realix" and the other "The Ultimate Power of Fairy Animals."

I don't know. The Ultimate Power from Season 2 in my mind is the Ultimate Power of the Universe and the one from Season 7 is the Ultimate Power of the Fairy Animals. Pertaining to the one from Season 2, I didn't understand it either, as the Dragon Flame was said to be the most powerful magic in the universe, and is what gave life to it. I prefer to think of the Ultimate Power that came down in Realix as the Balance of how both flames influenced the Magic Universe: whoever holds it influences the reign of Light or Dark: Shadow Fire (if you follow 4Kids continuity) and the Dragon Fire. It itself isn't the Ultimate Power, nor is it a magic source, just the conduit in between the two actual most powerful magics. If Darkar got it, the Magic Universe would fall into darkness, if Bloom got it, it would be a reign of light. I believe she gave it back to keep things neutral, and if you think about it like this, could be why it was stored away; to keep things neutral, so neither good nor evil could have the upper hand...and that's why the Codex exists, and the rule that the bearers of both flames must be present: it must be something agreed upon by all the points of Magix along with the bearers of the flame. This theory still applies even if you don't consider the Shadow Fire canon, as well: just substitute for Rai's details.
As for the Ultimate Power of the Fairy Animals, it is just that. Kalshara mentioned in the beginning of the season how she would get a Fairy Animal army from the Power (and for whatever reason abandoned this ideaology after the first few episodes), so I presume that the bearer of the U.P.o.T.F.A would be able to obtain their powers, and influence their talents: what "keeps the Universe in balance" (even though we're just hearing of it seven seasons later), and whoever controls those important talents controls the fate of the MiniWorld ecosystems, and in turn, that of Magix. Rainbow didn't go into great detail about why the MiniWorlds exist, but that's what the synopsis of the season was referring to: the special "talents" carried out by the inhabitants of MiniWorlds...if the creatures fall out of balance, so do the regions they're keeping alive (Paradise Bay, the Ethiopian obelisk, in turn, Ethiopia), and eventually the entire Universe. I wish they would've explained that in the series rather than having us figure it out for ourselves.
Now that I think about it, it's weird how the Trix combined to become the Mega Trix in an attempt to get the Ultimate Power of Realix, and combined with their Fariy Animals after gaining the Ultimate Power of the Fairy Animals. Ha ha.
